Anotace:
The aim of this paper is to assess how the availability of residential social services for seniors has changed since
the adoption of the Social Services Act and to show whether Czech society is ready to deal (equipped to cope
with the expected consequences of demographic development. Based on an analysis of the development of
the capacity of homes for the elderly and care homes with special services at the national and regional level,
trends in the availability of these services were evaluated in relation to 1 000 persons over 65 years of age (which
is used in international comparisons of the availability of these services) and in relation to 1 000 people over
80 years of age (given that the average age of these facilities’ clients is over 80 years). The paper also devotes
attention to capacity development in these facilities in relation to their founder (in relation to whether they
are public or private). The analyses clearly show that the public sector has completely given up on further
capacity development in these facilities, and virtually all growth in capacity in recent years has been recorded
in establishments founded by NGOs or commercial entities. These developments were not accompanied by
long-term stability in the capacity of care facilities and the number of applications for placements in such
facilities has been increasing, and this was the result of a changed political and professional focus on the forms
of social care provision for the elderly. It appears that if residential social services are to be prepared in the
coming years to address the consequences of an ageing population, an extensive set of measures focusing on
the organisation, management, and funding of social services will be needed to foster the dynamic development
of these services in the coming years.
